QUESTION #7 DOES NOT HAVE A CORRECT ANSWER DISPLAYED. According to us flag code
the president can only order flags on a federal building to be displayed at half staff. As an
individual you can display your flag at half staff when desired to honor a death.

Curiously, that is not correct. The rules and customs for display of the flag by civilians are
codified in the Flag Code at 4 USC §§ 6 - 9. The rules concerning "half-mast" are set out at
4 USC § 7(m). It won't fit in the space this site provides, but it does provide that flags flown
by civilians should be lowered to half-mast on order of the President. That said, none of this
is criminal: violation of the Flag Code by a civilian probably cannot be punished by
imprisonment or even fines.
